Dont arrest gang members

Dont arrest gang members because it makes the violence worse. Now I agree with this, I also agree more should be done to try to encourage people from all walks of life to live a more moral and socially responsible life, but

these initiatives cost money, need time and energy and commitment - commodatites that are in scarce supply - so what do we do.

I think we have created a society that is going down the pan - trouble is heading our way and unless we do something, something will happen to us.
